The Reclaiming Techno-Optimism Data CARE Festival invites the public and private sector to move beyond the tired tug-of-war between AI hype and AI doom. While headlines swing between promises of miracle machines and warnings of total collapse, diverse communities including across Africa, Asia, Latin America, and the Middle East are quietly building something different: practical, hopeful, grounded AI that contributes to solving everyday problems and strengthens collective futures. This festival celebrates the people and places where AI is not an abstract Silicon Valley fantasy nor a dystopian threat, but a shared tool for food security in Kenya, feminist safety networks in Latin America, creative archives in Southeast Asia, civic data commons in India, and accessible public services in rural China. Rather than glorifying disruption or fearing automation, we reclaim optimism as a civic and ethical stance rooted in care, repair, equity, and social imagination. Over these days, global leaders, artists, technologists, activists, and policymakers will come together to co-shape what hopeful technological futures can look like — plural, situated, Majority-World led, and grounded in lived realities rather than speculation. This is techno-optimism without the hype: AI as a relational, community-driven ecosystem where innovation grows from necessity, resilience, and responsibility.
